Up to the beginning of 2003, more than 33 % of economically active population of the city have been occupied in the sector of small business of the city economy, more than 30 % of tax revenues in our capital small business has provided.
The distinctive feature of this year has been the further perfection of city, district and regional infrastructures of small business support, expansion of integrated financial and property support to small businesses, including that through the mechanism of leasing and grants to start-up small enterprises for development of the industrial and innovative manufacture.
For these purposes, only in 2002 the city budget provided more than 608 million roubles, including 35,3 million roubles for grants. Moscow Leasing Company financed about 100 projects of Moscow small enterprises on leasing of the equipment, motor transport and special motor equipment for a total sum of 124 million roubles. 500 objects were leased to small enterprises. Among the equipment, the prior place is occupied by polygraph, food, trading and medical equipment, and also the equipment for manufacture of consumer goods, vehicles, basically by domestic manufactures.
The analysis of modern requirements of small enterprises of Moscow, study of advanced foreign tendencies in organising systems of small business support, creation of the new information environment on the base of the Internet have determined an opportunity of forming the system of Moscow small business support more effectively.
By present, the most part of specialized city and the district organisations making the infrastructure of small business support, has passed the stage of formation and expansion of full-scale activity on relevant directions of support in their development. Thereupon, there is a necessity of shifting the focus of measures of support from a city level onto the district and regional one, having kept the role of city level structures in the solution of strategic problems of development of small forms of management, and also in development and realisation of programs and projects of support of the city significance.
Work on protection of interests of small enterprises is continued, regarding reduction of administrative barriers. The result was significant reduction of various examinations.
Participation of regional upravas in support and development of small enterprises has expanded further. Today, financial and property support, territorial issues and many other are practically solved in view of opinions and offers of upravas.
Now, the basic deterrent of the further development of small businesses in Moscow is the shortage of uninhabited premises.
For the solution of this problem, the Decree of the Moscow City Government from 11.06.2002 #429-ПП "About the Concept and the basic directions of the city special program of small businesses supply with uninhabited premises for 2002-2010" foresees, since 2003, design and commission of premises of the first floors of constructed apartment houses for social sphere and small businesses. Together with Moskomarkhitectura and the prefectures, formation of the city special program on supply of small business with uninhabited premises for 2002-2010 is being completed.
Information supply of enterprise activity has been a priority of support during several years. The Russian Business Internet Portal "Alliance Media" (www.allmedia.ru) is a leading Internet resource providing complex support of enterprise activity. Up till today, the Portal has united 25 business web sites in its structure adequate to all basic information requirements of businessmen. According to the results of 2002, total of visits of the Portal has made 9 million.
A work for expansion of international and inter-regional ties of business of Moscow has been carried out. Inter-regional Marketing Centers (IMC) have been created in 67 regions of the Russian Federation, including 18 regions of Central Federal district, and 8 countries of the nearest and far abroad.
The small enterprises of Moscow, which have taken advantage of IMC Network services in the current year, could promote more than 1500 items of products for a total sum from above 100 million roubles to the regions of Russia and the CIS countries.
In 20 regions of the Russian Federation, the subcontracting centers have been created according to the technology, developed by the Inter-Regional Center of Industrial Subcontracting and Partnership. They are incorporated into a uniform information network. Only in 2002, 1600 orders for small enterprises have been allocated in the information network.
The system including Moscow city and the territorial Centers for Development of Entrepreneurship is created, activity of business Internet centers, regional and inter-district agencies of small business, develops.
The Centers of Crafts in the Western, Northwestern and Eastern administrative districts of Moscow are created.
Under the initiative of the Moscow Chamber of Crafts, Chambers of Crafts are created in several districts of the Moscow area (Korolev, Balashikha, Odintsovo, Zhukovsky, Novo-Ivanovskoye), and also in other regions of Russia (Kazan, Kursk, Perm).
PRIORITIES. The Decree of the Moscow City Government from 24.12.2002 #1063-ПП "About a course of performance of the Comprehensive program of small business development and support in the city of Moscow for 2001-2003 with the account of the theses of the Address of the President of the Russian Federation to the Federal Assembly of the Russian Federation" the following priorities on support of small enterprises are determined:
- support of small enterprises, active in the system of municipal economy (in the housing-and-municipal sphere, in the field of ecology, including gathering and processing of secondary raw material, in small (local) power supplies with the purpose of decrease expenses for construction and operation of living apartments and others objects);
- rendering assistance to small businesses in all aspects of enterprise activity on a basis of the further development of the infrastructure of small enterprises support and the system of territorial centers for business development in the administrative districts of the city of Moscow;
- further development of supply enterprise activity with information, introduction of modern technologies of business dealing, including wide use of opportunities of the global network;
- active participation in realisation of the program "Electronic Moscow";
- realisation of the first stage (till 2005) of the City special program on maintenance of small enterprises with uninhabited premises for 2002-2010;
- realisation of a complex of actions on elimination of administrative barriers for development of business, including the further reduction of quantity of examinations of legal entities in the territory of the city;
- improvement of quality and safety of products elaborated and sold by small enterprises;
- further development of small business in the industrial and innovative spheres with the purpose of creation of new jobs.
Anticipated ultimate results of the Comprehensive program
During realisation of the program, from 60 up to 120 thousand small enterprises of the city must be covered with measures of the state support.
Within the framework of implementing items of the program, it is supposed to provide conditions for saving of acting and start-up small enterprises and businessmen without establishment of a legal entity that allow to increase number of jobs in the sphere small businesses up to 2 million.
It is supposed that after termination of the program the general contribution of small business into the gross domestic product will increase by 30 %.
