Interregional Center of Industrial Subcontracting and Partnership (ICS) was established in 1998 within the framework of the joint project of Moscow City Government and the United Nations Industrial Development Organization (UNIDO). The ICS works as a unit of Moscow small business support infrastructure and its activities are supported by Moscow City Government. The ICS is the first specialized subcontracting and partnership promotion agency in Russia.

The ICS mission is contributing to overall productivity and effectiveness growth in the industry through development of industrial subcontracting.
Activities
The key line of the activities carried out by the ICS is to develop industrial subcontracting and cooperation between industrial enterprises (small, medium-sized and large) in Moscow and those in other parts of Russia and abroad. The ICS offers information and consulting support in the form of: • Ad hoc subcontractor search according to the contractor’s special requirements • Contracts backing up • Assistance in holding tenders among Russian subcontractors • Implementation of suppliers development programs • Promotion of industrial machinery, equipment and technologies Industrial sectors: • Metal processing • Machine-building and mechanical engineering • Electrical engineering • Electronics • Rubber and plastic components industry • Industrial services
Subcontracting information system
Efficient operation of the Russian enterprises involves the application of Subcontracting information system (includes subcontractors and main contractors, subcontract orders databases and search system) at the Russian-language website www.subcontract.ru. The Subcontracting information system enables prompt and efficient search for suppliers and customers within the territory of the Russian Federation and abroad. The competitive subcontracting order placing using a Subcontracting System contributes to an average reduction of target price by 10-30%. The Subcontracting System allows suppliers to examine drawings and specifications of ordered products on-line, to inquire about the required scope and schedule of delivery, the requirements set to product quality and suppliers. Customer database of the ICS comprises more than 4,300 enterprises including suppliers - specialized Subcontracting enterprises, as well as the largest Russian mechanical engineering and defense enterprises, car assembly and car equipment plants. During 2002-2004 the Center posted more than 5,800 cooperation orders (subcontracts). Most of the orders posted related to the following industries: - mechanical engineering, metal working production - electronics, electrical engineering - mechanical rubber and plastics producer goods Volume of subcontracts averages $70 000 – 100 000. The largest subcontract came to EUR 24 000 000. Interregional and international co - operation. The important constituent of the ICS business is promotion and development of interregional and international matchmaking in industrial subcontracting field.
Events
One of the basic activities carried out by the Interregional Center of Industrial Subcontracting and Partnership is the distribution of methodical information about establishment of subcontract relations with Moscow enterprises: participation in industrial forums and fairs (including the regional ones), holding conferences and round-table discussions. The third annual Interregional conference “Entrepreneurship in Industry: directions of development” held by the ICS mustered more than 600 persons from 37 regions of Russia and 6 foreign countries.
Non – profit projects
The Interregional Center of Industrial Subcontracting and Partnership has experience of carrying out the non – profit projects with the Eurasia Foundation. The last project on “Development of Subcontracting Centers System” was successfully completed in 2004. The ICS is interested in co-operation with international non-profit organizations in view to realize new projects, aimed at developing small and medium-sized industrial business in Russia.
